Finnish Note (circularize to many foreign governments) accuses Russia of adopting ‘illegal’ methods of warfare, inc. indiscriminate bombing of unprotected towns, hospitals and railway trains and abuse of the white flag (some Russian soldiers having feigned surrender before attacking).
