The Duce is speaking. Benito Mussolini (1883-1945) was the founder of the first fascist regime in Europe, after his ‘March on Rome’ in 1922.

Italy: Mussolini speaks at Fascist rally in Adriano Theatre, Rome: ‘We shall fight to the last drop of our blood.’ He attempts to minimize disastrous Italian campaigns in Greece and North Africa. He lists 10 reasons why Britain cannot win the war, promises ‘victory and peace with justice’.
