Eastern Front

USSR: Soviet Central Executive Committee establishes Council of Defence (Lenin chairmen, Trotsky, Stalin and Sverdlov) and War Production Comittee.
Northern Russia: White-US force captures Korpayaskoi, 200 miles southeast of Archangel.

Sea War

Allied and neutral shipping losses in November: 15 ships worth 26,857t (1 life lost) to Mediterranean U-boats. Other Allied and neutral tonnage lost 2,159t (until December 4). U-boat figure 3 ships worth 10,233t.

Politics

Rumania: Government returns to Bucharest.
Britain: Censorship of neutrals’ parcel post ceases.

Home Fronts

Germany: Commissars of the People’s electoral law (universal secret ballot with proportional representatives).
USA: War casualties given.
